Adaptive governance focuses our attention on the relationships between science and management, whereby the so-called ‘gaps’ between these groups are seen to hinder effective adaptive responses to biophysical change. Yet the relationships between science and governance, knowledge and action, remain under theorized in discussions of adaptive governance, which largely focuses on abstract design principles or preferred institutional arrangements. In contrast, the metaphor of co-production highlights the social and political processes through which science, policy, and practice co-evolve. Co-production is invoked as a normative goal (Mitchell et al., 2004) and analytical lens (Jasanoff, 2004a, Jasanoff, 2004b), both of which provide useful insight into the processes underpinning adaptive governance. This paper builds on and integrates these disparate views to reconceptualize adaptive governance as a process of co-production. I outline an alternative conceptual framing, ‘co-productive governance’, that articulates the context, knowledge, process, and vision of governance. I explore these ideas through two cases of connectivity conservation, which draws on conservation science to promote collaborative cross-scale governance. This analysis highlights the ways in which the different contexts of these cases produced very different framings and responses to the same propositions of science and governance. Drawing on theoretical and empirical material, co-productive governance moves beyond long standing debates that institutions can be rationally crafted or must emerge from context resituate adaptive governance in a more critical and contextualized space. The control of soil pollution in China has become an issue, and in this study, a compound contaminated site was selected and focus on the site and its nearby environment, organochlorine pesticides (OCPs) were investigated in both soil (top and deep soil) and air samples. The main pollutants in top soils at site are dichlorodiphenyltrichloroethane (DDTs, 0.05–104 mg/kg d.w., avg: 14.5 mg/kg d.w.) and hexachlorobenzene (HCB, 0.02–4.85 mg/kg d.w., avg: 0.72 mg/kg d.w.) which is in accordance with its production history. As for the deep soils, ΣOCPs at site were found concentrated at workshops especially the technical pesticide workshop (5.29–22.1 mg/kg d.w., avg: 9.15 mg/kg d.w.) and the history DDTs’ workshop (4.00–64.8 mg/kg d.w., avg: 20.4 mg/kg d.w). Around site, OCPs were mainly concentrated at layers of −20 cm and the −40 cm and decreased with distance being far away, at 5000 m, the ΣOCPs was comparable with normal agriculture soil (22.1−91.4 ng/g d.w., avg: 55.4 ng/g d.w.). ΣOCPs in the air samples ranged 64.6–823 ng/m3 (avg: 459 ng/m3) at site and 9.93–176 ng/m3 (avg: 50.8 ng/m3) around site which are all dominated with DDTs and HCHs. Soil–air exchange fugacity was calculated to judge the transportation of the OCPs and the results showed soils at the site and its nearby areas (within 5000 m) are releasing most of the OCPs into air, and accordingly through evaluation, inhalation was found to be the major source for human health risk, which is a great threat to the workers at site and the nearby residents.
Border disputes between neighbouring States are a regular occurrence and have the potential to undermine relations at national, regional, local and even individual level. In this instance the conflict over Piran Bay in the Northern Adriatic Sea has led to conflict between the neighbouring States of Croatia and Slovenia. The lack of resolution of this conflict resulted in Croatia being delayed in its accession into the European Union (EU). The border dispute remains unresolved and will go to international arbitration in 2013. Yet it is unlikely that arbitration will provide a solution agreeable to all stakeholders. It is likely that residual feelings of injustice will remain, especially at local level. Analysis of the political context of the dispute and recognition of the biological importance of the region has led to opportunity to combine politics and biological conservation to establish an International Marine Peace Park (IMPP) as a potential mitigation measure to help resolve the conflict. This initiative aims to develop regional ownership over a shared marine space linking the local communities of Slovenia and Croatia that co-habit the adjacent Istrian peninsula. The area of the proposed Piran–Savudrija IMPP hosts numerous habitat types and species which are representative of the region and are of international and national conservation importance. The policies and opportunities associated with EU accession provide the potential political, economic and environmental frameworks to develop a regional agency or a bi-national steering committee for the management of the area. This could allow local communities to develop equitable management and restore good relations while preserving an important regionally representative marine area. 相似文献
Antimony is ubiquitously present in the environment as a result of natural processes and human activities. It exists mainly as Sb(III) and Sb(V) in environmental, biological and geochemical samples. Antimony and its compounds are considered to be priority pollutants interest by the USEPA and the EU. In this first review paper on antimony occurrence in natural waters, 420 papers on freshwaters, marine waters, estuaries, soils, and sediments have been reviewed. All data are quoted from the original sources. Typical concentrations of total dissolved antimony are usually less than 1.0 μg/l in non-polluted waters. When redox speciation determinations are performed, most studies report the dominance of Sb(V) under oxic conditions. However, the presence of significant proportions of Sb(III) is sometimes detected. This is in contrast with thermodynamic equilibrium predictions and discrepancies are often attributed to biological activity or kinetic effects but proofs are lacking. Similarly, the existence of Sb(V), although not thermodynamically predicted, is often reported under anoxic conditions. Low concentrations of methylated antimony species are mentioned in a few studies. Antimony is not considered to be a highly reactive element in oceans, with concentrations of the order of 200 ng/l. In estuarine waters, both conservative and non-conservative behaviours are reported depending on the estuaries' characteristics. Elevated concentrations of antimony in soils and sediments are either related to anthropogenic sources or associated with high arsenic concentrations in sulfidic ores. Antimony appears to be highly unreactive in soils. Low accumulation factors are reported in algae. Airborne supply of antimony to aquatic and terrestrial systems seems to be important in systems far from direct pollution sources. However, the limited available data do not allow firm conclusions to be drawn on the reactivity and cycling of the element in natural systems and a list of research priorities is given. 相似文献
Smoke particulate matter from conifers subjected to controlled burning, both under smoldering and flaming conditions, was sampled by high volume air filtration on precleaned quartz fiber filters. The filtered particles were extracted with dichloromethane and the crude extracts were methylated for separation by thin layer chromatography into hydrocarbon, carbonyl, carboxylic acid ester and polar fractions. Then, the total extract and individual fractions were analyzed by gas chromatography and gas chromatography–mass spectrometry. The major organic components directly emitted in smoke particles were straight chain aliphatic compounds from vegetation wax and diterpenoid acids (biomarkers) from resin. The major natural products altered by combustion included derivatives from phenolic (lignin) and monosaccharide (cellulose) biopolymers and oxygenated and aromatic products from diterpenoids. Other biomarkers present as minor components included phytosterols, both the natural and altered products, and unaltered high molecular weight wax esters. Polycyclic aromatic hydrocarbons (PAH) were also present, however, only as minor constituents. Although the concentrations of organic compounds in smoke aerosols are highly variable and dependent on combustion temperature, the biomarkers and their combustion alteration products are source specific. The major components are adsorbed or trapped on particulate matter and thus may be utilized as molecular tracers in the atmosphere for determining fuel type and source contributions from biomass burning. 相似文献
This paper presents a novel approach for assessing the precision of the wet refractivity field using BDS (BeiDou navigation satellite system) simulations only,GPS,and BDS+GPS for the Shenzhen and Hongkong GNSS network.The simulations are carried out by adding artificial noise to a real observation dataset.Instead of using the δ and σ parameters computed from slant wet delay,as in previous studies,we employ the Bias and RMS parameters,computed from the tomography results of total voxels,in order to obtain a more direct and comprehensive evaluation of the precision of the refractivity field determination.The results show that:(1) the precision of tropospheric wet refractivity estimated using BDS alone (only 9 satellites used) is basically comparable to that of GPS; (2) BDS+GPS (as of current operation) may not be able to significantly improve the data's spatial density for the application of refractivity tomography; and (3) any slight increase in the precision of refractivity tomography,particularly in the lower atmosphere,bears great significance for any applications dependent on the Chinese operational meteorological service. 相似文献
